Postal traffic to the United States has plunged following the Trump administration’s suspension of a key trade exemption in late August, according to the Universal Postal Union (UPU).
The U.N. agency reported that international mail bound for the U.S. “came to a near halt” after August 29, 2025, when the de minimis rule—exempting packages valued under $800 from tariffs—was revoked. Data shared between postal operators shows U.S.-bound traffic dropped 81% that day compared to the week prior. The UPU said it is now developing technical measures to restore the flow of mail.
“The UPU has a mission to ensure the free circulation of postal items across a single global network. We are working quickly on a technical solution that will allow mail deliveries to the United States to resume,” UPU Director General Masahiko Metoki said in a statement.
The policy shift stems from a July 30 executive order by President Donald Trump suspending the de minimis exemption on all U.S. imports. Under the new rule, all goods entering the country are subject to duties and tariffs based on their origin. The administration argues the measure will curb counterfeit goods, illicit fentanyl shipments, and other unlawful trade, while also reducing the trade deficit.
“For too long, this loophole gave criminal networks a free pass to flood America with fentanyl, fake products, and illegal shipments. Those days are over,” said U.S. Customs and Border Protection Commissioner Rodney Scott. “We are securing the border, restoring fairness to trade, and protecting American families.”
At least 88 postal operators worldwide have suspended some or all services to the U.S. until a viable solution is reached, according to the UPU.
